Abstract

This study aims to determine the results of the implementation of the Pre-Employment Card Program at the Surabaya City Department of Industry and Manpower. The research method uses a qualitative descriptive approach that produces data in the form of written words from the results of interviews, observations and documentation. The theory used as study material according to George C. Edward III. The results of this study indicate that: (1) The communication and coordination carried out still encounter many obstacles with the Ministry of Economy considering that the Pre-Employment Card Program is purely a program from the central government so that local governments are only limited to waiting for the information provided. (2) Resources have been implemented by providing maximum services and infrastructure so that they can be utilized by the people of Surabaya City who need assistance and assistance. (3) The disposition has been carried out well by the officers because they master the materials and mechanisms personally so that they support the process of assisting prospective applicants for the Pre-Employment Card Program, although there are no specific guidelines for its implementation at the local government level. (4) The bureaucratic structure carried out is only limited to regulations from the central government, namely Presidential Regulation Number 36 of 2020 Article 28.
