Abstract
The development of an agropolitan area is an agricultural city that grows and develops because of the running of agribusiness systems and businesses and is able to serve, encourage, attract, and attract agricultural development activities (agribusiness) in the surrounding area. Sidoarjo Regency is one of the regions in East Java that applies the agropolitan concept as an effort to develop the agricultural sector with superior food crops. However, in carrying out these mining activities, several obstacles were found, such as the low quality of human resources, the not yet maximal productivity of agricultural products, and the occurrence of land conversion. The purpose of this study was to determine the profile of food crop development in Sidoarjo Regency, analyze external and internal factors in the development of agropolitan areas in Sidoarjo Regency, and formulate alternative and priority strategies that can be used by the Sidoarjo Regency government to support food crop-based agropolitan development. The respondent withdrawal method uses a key-person with a total of nine people. The method used in this research is descriptive method, SWOT analysis, and QSPM matrix analysis. Based on the results of the study, it can be seen that the government of Sidoarjo Regency applies agricultural intensification in carrying out agricultural development. In addition, strategies that can be used for the development of agropolitan areas based on food crops in Sidoarjo Regency are to increase the government's participation in agropolitan development through policies issued, and also to improve the quality of human resources through education and training.
