Abstract
The background of this research is that education is a mandatory business for local governments. Regional School Operational Assistance, hereinafter referred to as BOSDA, is a program of assistance for school operations provided by the Regional Government to formal education units that is used to fulfill deficiencies and complete School Operational Assistance (BOS) from the central government. Mojotrisno State Elementary School is 1 of 27 elementary schools in the Mojoagung sub-district with the highest receipts of Regional School Operational Assistance funds in 2019, which amounted to Rp.25,722,300.00. This study aims to describe with a qualitative method, the theory used is the theory of George C. Edward III with 4 (four) research focuses. The results of this study are that the Communication Operational Assistance in the implementation of the Regional School Operational Assistance (BOSDA) program at the Mojotrisno State Elementary School, both written and unwritten, is carried out consistently. The communication media are socialization from the Education Office of Jombang Regency to the BOSDA Responsible Person representing each School, meetings between Delegates sent by the School for Socialization from the Education Office to stakeholders involved about BOSDA in schools, transparency of the results of the use of BOSDA funds on school notice boards intended for Guardians student. Resources here relate to all sources that can be used to support the successful implementation of policies. These resources include competent human resources in carrying out the implementation. The disposition or attitude of the executor is the principal. The principal remains in charge, but the principal here gives disposition to the general treasurer and assistant general treasurer at the Mojotrisno State Elementary School to allocate and implement Regional School Operational Assistance guided by the technical instructions that have been socialized by the Jombang district education office. The bureaucratic structure here is a mechanism, in policy implementation usually standard operating procedures (SOPs) have been made. SOP is a guideline for every implementer in acting so that the implementation of the policy does not deviate from the goals and objectives of the policy.
