Abstract
This study aims to find out the implementation of the principle of accountability in the village fund management, especially for community empowerment efforts during the covid-19 pandemic. The method used in this study was a descriptive qualitative method. This study was conducted in Cerme Lor Village, Gresik Regency. The informants chosen were the apparatus of Cerme Lor Village and two villager representatives. Data collection techniques using observations, depth interviews and documentation. Data analysis techniques are acquired from simplification of data, data serving, and drawing conclusion. The results of the study showed that village fund management, which generally includes planning, implementing, administering, reporting, and accountability, has implemented the principle of accountability and has been in accordance with the Regulations of the Minister of Home Affairs of the Republic of Indonesia Number 113 of 2014. However, several shortcomings still occur, such as a lack of accountability administratively due to the factor of human resource quality. An effort of community empowerment in Cerme Lor Village during the pandemic is not maximal because village fund is more allocated for handling the pandemic.
