Abstract
The COVID-19 outbreak has hit many business sectors, resulting in the occurrence of layoffs, and reduce the absorption of labor. Keeping in mind the high enough mobility, this COVID-19 Virus is not only felt by urban communities but can also spread in villages especially in Jasem Village, Mojokerto Regency. One of the central government programs whose authority is given to the Village is the next Village Fund Direct Cash Assistance abbreviated as BLTDD. BLTDD is assistance for underprivileged people who comes from village funds. Village funds can contribute to the handling of covid 19 through its economic and social resources. In the distribution of rights that will be obtained by the people who are in the scope of the sub-district or district or city get assistance that accepted by the government with certain criteria. For the sake of helping and improve the welfare of the poor. In this case technique BLTDD receiver grouping can use the Fuzzy C-Means Algorithm by applying the TOPSIS method as the ranking. Therefore Determination of BLTDD participants can be right on target to the community in accordance with specified criteria. The attributes used are income, expenses, area of residential land, status of residence, and outside help. Decision Support System Application Determines Prospective Recipients BLTDD is dynamic where users can add or attribute reduction, number of clusters, weights, maximum iterations, and minimum values expected error. The results of the calculation of prospective BLTDD recipients with using 100 data generated is the first clustering of 18% and second clustering 82%. And the largest distance is in the first cluster, so that used for ranking in the TOPSIS method is the first cluster and get the results from the top ranking until it reaches the recipient's quota limit BLTDD.
