Abstract
The rising volume of waste at UPN "Veteran" East Java currently managed primarily through landfilling necessitates a sustainable management solution via a waste-to-energy approach, specifically the production of Refuse Derived Fuel (RDF). This study aims to address campus waste issues by analyzing the composition of residual feedstock, testing the quality of RDF-4 and RDF-5 based on varying compositions and binder percentages, and designing the processing workflow. The methodology involves analyzing actual field waste generation data, producing RDF samples using various compositions (inorganic, mixed, and organic) and tapioca binder levels (Fluff, 0%, 5%, and 10%), and conducting laboratory testing analyzed statistically via Two-Way ANOVA. The product characteristics were evaluated for compliance with SNI 9313:2024 (cement industry) and SNI 8966:2021 (power plants), followed by a production system design simulation based on Material Flow Analysis (MFA). Results indicate a total campus waste generation of 943.641 kg/day, with residues (19.56%) and food waste (18.92%) constituting the dominant fractions. The calorific Value of the produced RDF ranged from 3,669 to 8,005 cal/g, with the highest thermal quality achieved by the 100% inorganic composition using 10% binder. All RDF composition variants met the SNI 9313:2024 feasibility standards; however, only the inorganic Fluff and 0% binder-compacted variants met the Class 3 criteria of SNI 8966:2021, primarily due to high Volatile Matter content acting as a limiting factor. Based on the MFA design, the proposed RDF Fluff production process is capable of generating 8,192 kg/day of product limited by the supply of multilayer plastics with a projected potential reduction in the campus landfill load of approximately 3.0 tons per year.
