Abstract
Waste management is a form of public service related to community needs; therefore, service providers need to respond ropriately to public complaints. Trosobo Village TPST, managed by BUMDes Trosobo Sukses, continues to face problems in it's implementation, including smoke, unpleasant odors, and flies, which have resulted in complaints from surrounding residents. This study aims to analyze the responsiveness of BUMDes Trosobo Sukses in handling public complaints regarding waste management at the Trosobo Village TPST, Sidoarjo Regency. This study employed a descriptive qualitative method using Agus Dwiyanto’s theory of responsiveness, which includes the existence of complaints from service users, the attitude of service personnel in responding to complaints, the use of complaints as a reference for service improvement, actions taken to provide service satisfaction, and the placement of service users within the service system. The results show that BUMDes Trosobo Sukses has received and followed up on public complaints through furnace repairs, coordination with the Village Government, the Environmental Agency (DLHK), RT/RW representatives, and discussions with the community. As a follow-up to the problems encountered, BUMDes temporarily suspended the operation of the Trosobo TPST and relocated waste management services to the Barengkrajan TPST. Based on the five indicators, the responsiveness of BUMDes Trosobo Sukses has not been fully optimal. This is reflected in the time required to follow up on complaints and actions that have not fully met community expectations. The relocation of services was also accompanied by an increase in waste management fees. Nevertheless, the community was still provided with opportunities to submit complaints and was involved in discussions concerning waste management services.
