Abstract
This study aims to determine the implementation of the Integrated Special Service Program for Population Administration (BESUTAN) for persons with disabilities in Wonosalam District by the Population and Civil Registration Office of Jombang Regency. This study uses a qualitative method with a descriptive approach, referring to George C. Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observation, and document study. The results show that, a) in terms of communication, program information has been conveyed in a tiered manner through socialization, social media, official letters, and WhatsApp groups with a good level of clarity and consistency, although implementation is still hindered by the reluctance of some families of persons with disabilities to report due to feelings of shame; b) in terms of resources, the staff and facilities of the implementers are quite adequate, but have not yet been supported by specialized training in handling disabilities, stable internet connectivity, and sufficient operational budget; c) in terms of disposition, the BESUTAN Team and the Wonosalam District Government demonstrate strong commitment through personal and emotional approaches to persons with disabilities, enabling services to run cooperatively; d) in terms of bureaucratic structure, the division of authority between Dispendukcapil and the Wonosalam District Government has been clearly regulated through a Decree of the Head of Dispendukcapil, supported by structured Standard Operating Procedures (SOPs) and a non-overlapping division of tasks among the parties involved.
