Abstract
The Complete Systematic Land Registration Program (PTSL) is a National Strategic Program aimed at creating complete, accurate, and fully mapped land parcel data, including in the City of Surabaya. However, its implementation still faces several obstacles, such as public complaints regarding land acquisition duty (BPHTB) fees and the failure of several target areas to reach their set quotas. This study aims to describe and analyze the Implementation of the Complete Systematic Land Registration Program (PTSL) in the City of Surabaya using Van Meter and Van Horn's (1975) policy implementation theory, which covers six indicators: policy standards and objectives, resources, characteristics of implementing organizations, the disposition of implementers, interorganizational communication, and social, economic, and political environment. This research employs a descriptive qualitative approach, with data collected through interviews, observation, and documentation, and informants determined through purposive sampling at the Surabaya City II Land Office. Data analysis follows the Miles and Huberman model. The results show that the implementation of the PTSL Program in Surabaya has generally run in accordance with Van Meter and Van Horn's framework and tends to support the program's success, although it has not been fully optimal. Policy standards and objectives are clearly formulated with a strong regulatory basis; resources are adequate despite limited field equipment; the implementing structure is clear but coordination with local authorities remains constrained; implementers show positive disposition; interorganizational communication runs fairly smoothly despite minor technical miscommunication; and the social-economic environment is supportive despite incomplete land ownership documents and boundary disputes. The study recommends enhanced outreach, additional work facilities, and stronger interagency coordination. Keywords: Program Implementation; Public Policy; Land Affairs; PTSL
