Abstract

Drug abuse by kids and teens is a problem that needs ongoing prevention and early detection work. Surabaya City, which is one of the areas where drug use is a big concern, needs new and creative ways to keep kids safe from the dangers of drug abuse. One of these efforts is the SALAM Program, which stands for Skrining Anak Dalam Masalah or Screening of Children with Problems, and it is carried out by the National Narcotics Agency (BNN) in Surabaya City. This study looks at how well the SALAM Program works in finding and stopping drug use in Surabaya City. This research employed a descriptive qualitative approach. Data was gathered using interviews, observations, and written records from people who were directly involved in carrying out the SALAM Program, such as BNN officers and school representatives. The program's effectiveness was studied using Duncan's theory of effectiveness from 1973.This theory includes three main factors: reaching goals, how well things work together, and how well the program adjusts to its environment. The results show that the SALAM Program has successfully carried out its early detection role by using screening, education, social activities, and support for children who show signs of social or psychological issues that could lead to drug use. However, the program's goal to reduce drug abuse among teenagers hasn't been completely reached, because there are still reports of drug abuse among students in Surabaya City. In terms of integration, the program includes BNN, schools, local government, psychologists, and other related organizations; but when it comes to putting it into action, there are still challenges like slow school approval processes, not enough involvement from some parents, and a negative attitude towards drug-related problems. The SALAM Program has shown it can change its approach based on the needs of the children by using screening, counseling, education, and psychological support. Even so, more work is needed to deal with scarce resources, changing ways people misuse drugs, and difficulties in communicating with families and schools. Overall, the SALAM Program is pretty good at helping find and stop drug abuse early on among kids in Surabaya City. However, it isn't working as well as it could be and needs to be improved in reaching goals, connecting with other parts, and adjusting to changes.
