Abstract
Waste management in Madiun City faces an increase in the volume of generation that puts pressure on the capacity of the Winongo Final Processing Site (TPA). This condition shows that there is a gap between circular economy-based waste management policies and management practices that are still dominated by the controlled landfill system. This study aims to determine the implementation of circular economy-based waste management policies at the Winongo Landfill, Madiun City. The research uses a qualitative descriptive approach with data collection techniques through interviews, observations, documentation, and literature studies. The analysis of policy implementation uses Charles O. Jones' theory which includes the dimensions of organization, interpretation, and application. The results of this study are as follows: 1) The organization has run quite well through the organizational structure, division of tasks, budget support, and the availability of facilities and infrastructure, although there are still limited human resources. 2) Interpretation has also run quite well through socialization, coaching, and the existence of SOPs, but SOPs have not specifically accommodated the principles of circular economy. 3) Application, policies have been realized through sorting, compost processing, methane gas utilization, 3R programs, waste banks, but it is not optimal due to the high volume of waste and low separation from sources. Thus, the implementation of the policy has been carried out, but it still requires strengthening organizational capacity, improving SOPs, and increasing community participation.
