Abstract
The low absorption of workers with disabilities in Gresik Regency reflects a gap between regulations and actual policy outcomes. This study analyzes the collaborative governance process in implementing equal employment policies for persons with disabilities, focusing on the Manpower Office of Gresik Regency and the Kemala Bhayangkari 2 Special School (SLB). Using a descriptive qualitative case study approach, data were collected through interviews, observation, and documentation, analyzed with the interactive model of Miles, Huberman, and Saldana, and examined through Ansell and Gash's (2008) model covering starting conditions, institutional design, facilitative leadership, and the collaborative process. Findings show the collaboration emerged from complementary needs: the Manpower Office holds placement authority but lacks knowledge of graduates' competencies, while the school understands students' readiness but lacks labor-market access. The institutional design rests on Law Number 8 of 2016 and Gresik Regency Regulation Number 53 of 2022, though not yet supported by a formal memorandum of understanding, cooperation agreement, or standard operating procedure. Facilitative leadership is shown through coordination, involvement of accompanying teachers, briefings, and mediation. The collaboration has run reasonably well and produced tangible benefits, yet remains suboptimal due to limited institutional arrangements and low corporate awareness. Keywords: collaborative governance; persons with disabilities; employment opportunity; cross-institutional collaboration; public policy.
