Abstract

Poverty remains a development issue in the Horseshoe Region of East Java, as indicated by disparities in poverty levels across regencies. This condition highlights the need to analyze the factors influencing poverty levels. This study aims to analyze the effects of Gross Regional Domestic Product (GRDP) per capita, Open Unemployment Rate (OUR), Regency/Municipal Minimum Wage (UMK), Mean Years of Schooling (MYS), and Life Expectancy (LE) on poverty levels in the Horseshoe Region of East Java during 2018–2024. This study employs a quantitative approach using panel data from seven regencies, analyzed through panel data regression. The results show that GRDP per capita has a positive but insignificant relationship with poverty, with a coefficient of 0.233808 (p=0.1880), while OUR has a positive and significant effect with a coefficient of 0.283848 (p=0.0045), and UMK has a positive and significant effect with a coefficient of 3.307787 (p=0.0182). MYS has a positive but insignificant relationship with poverty, with a coefficient of 0.492471 (p=0.1020), whereas LE has a negative and significant effect with a coefficient of -1.588808 (p=0.0000). Simultaneously, the five variables have a significant effect on poverty levels, with an Adjusted R-squared of 64.10%. Therefore, labor market conditions and health are significant factors influencing poverty levels in the Horseshoe Region of East Java.
