Abstract
Warehouse Receipt System (WRS) is one solution in agribusiness risk management. In addition, WRS is present in Indonesia with the aim of assisting farmers in overcoming problems regarding farming financing and anticipating low prices during the harvest season. WRS has been present in Indonesia for ±12 years, in its implementation there are still problems and constraints encountered so that it is necessary to discuss the efforts and actions of the government and stakeholders to develop WRS in Indonesia. The purpose of this study is to analyze efforts and actions in overcoming problems and constraints of the Warehouse Receipt System in Indonesia, as well as to analyze the development of warehouse receipt issued by the Registration Center (PT. KBI Persero). The data collection method in this study utilizes data or documents produced by other parties, and is analyzed by qualitative desctiptive and trend analysis. The results of the study show that there 3 problems and 6 contraints, each of that has efforts and actions can be taken by the government and WRS stakeholders. In addition, the development of warehouse receipt issuance tends to increase for the next 10 years forecasting and it can be assumed that the utilization of this program will continue to increase. The Warehouse Receipt System is a new product in Indonesia, so it requires synergy between the central government, regional governments, and other supporting institutions so that this system can develop rapidly in Indonesia.
