Abstract
ABSTRACT IMPLEMENTATION OF THE POLICY OF THE CIVIL SERVICE POLICE UNIT (SATPOL PP) IN GUIDING JUVENILE DELINQUENCY IN SURABAYA CITY MUHAMMAD FIKRI ARDIANSYAH NPM. 20041010222 Public Administration Study Program, Faculty of Social, Cultural and Political Sciences National Development University "Veteran" East Java This research is motivated by the high rate of juvenile delinquency in Surabaya City, which includes brawls, illegal racing, and alcohol consumption, necessitating effective policy implementation from the Civil Service Police Unit (Satpol PP) in conducting guidance programs. The purpose of this research is to describe and analyze the implementation of Satpol PP policy in guiding juvenile delinquency in Surabaya City. The research employs a descriptive qualitative approach using Charles O. Jones's public sector roles theory, which encompasses organization, interpretation, and application. The findings reveal that the juvenile delinquency guidance policy has been comprehensively implemented through these three dimensions. In the organization aspect, Satpol PP formulates policies based on operational data and public reports, supported by strong legal foundations and program innovations such as the Trantibum Ambassador and Satpol PP Goes to School programs. In the interpretation aspect, policies are translated into operational programs including Asuhan Rembulan patrols and intensive guidance at Rumah Perubahan and Rumah Aman with persuasive and rehabilitative approaches. In the application aspect, programs are consistently executed with technological support and active community participation. The policy's success is reflected in the decline of juvenile delinquency cases from more than 450 cases to below 100 cases, representing approximately an 80 percent decrease. The research concludes that Satpol PP policy implementation in juvenile delinquency guidance has been effectively carried out through the synergy of the three dimensions of public sector roles. This study recommends enhancing human resource quality through continuous training, optimizing technology utilization, strengthening cross-sector coordination, as well as increasing budget allocation and personnel recruitment to strengthen surveillance at the sub-district and village levels.
