Abstract
This study analyzes the strategy of the Traffic Directorate of the East Java Regional Police (Ditlantas Polda Jatim) in addressing Over Dimension and Over Loading (ODOL) vehicle violations in Surabaya. The study employs a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation. The analysis uses the strategic management framework of Fred R. David and Forest R. David, which encompasses strategy formulation, implementation, and evaluation. The findings show that Ditlantas Polda Jatim formulates its strategy toward achieving the Zero ODOL 2027 target through pre-emptive, preventive, and repressive approaches implemented in stages. Strategy implementation is carried out through the Polisi Menyapa program, a tiered sympathetic-warning mechanism, and joint operations with relevant agencies at violation-prone locations. Strategy evaluation indicates a 93.5% decrease in Article 307 traffic tickets during January–July 2026 compared with the same period in 2025, providing an initial indication of positive outcomes from the ODOL handling strategy. However, implementation still faces challenges, including limited monitoring facilities, suboptimal inter-agency data integration, and economic pressures on drivers and freight operators. Therefore, strengthening information-system integration, developing monitoring technologies such as Weigh-in-Motion (WIM) and Electronic Traffic Law Enforcement (ETLE), and enhancing inter-agency coordination are necessary to support the sustainable achievement of the Zero ODOL target.
