Abstract
Wisata Sawah Sumber Gempong in Ketapanrame Village, Mojokerto, is a community-based tourist attraction that has developed rapidly, yet has experienced fluctuations in the number of tourist visits. This study aims to analyze the stages of community participation in the management of Wisata Sawah Sumber Gempong using the theoretical indicators of Cohen and Uphoff (1980), which encompass four stages: decision-making, implementation, benefit-taking, and evaluation. The study employed a qualitative method with a descriptive approach; data were collected through in-depth interviews and documentation, with informants selected using purposive sampling and snowball techniques. The results show that community participation has fulfilled all four stages, with the implementation and evaluation stages running the strongest through a collective investment scheme and layered evaluation conducted by Rakasiwi, while the decision-making and benefit-taking stages remain weak in terms of inclusivity and the equitable distribution of benefits. The success of participation is influenced by a sense of ownership, solid institutional structures, and a consistent culture of evaluation.
