Abstract
Regional autonomy through decentralization gives greater authority to local governments to manage and develop regional potential in accordance with the characteristics and needs of the community. One of these potentials is tourism. Bukit Kayoe Putih tourism in Mojokerto Regency has the potential as an ecotourism destination based on eucalyptus forest areas, but in its management it still faces a number of problems, such as a decrease in the number of tourist visits, limited attraction innovations, not optimal community participation, and obstacles in maintaining facilities and the environment. This study aims to describe the application of Good Tourism Governance in efforts to develop sustainable ecotourism in Bukit Kayoe Putih Tourism based on the ten principles of Good Tourism Governance according to Sunaryo (2013). This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study show that ten principles of Good Tourism Governance have been applied in the management of Bukit Kayoe Putih Tourism. The implementation can be seen from community participation in the early stages of tourism development, cooperation between stakeholders, providing economic opportunities to affected farmers, implementing environmental conservation, implementing regulations in tourism development, providing training to the community, as well as tourism promotion activities and the introduction of local cultural values. However, its implementation is not fully optimal because there are still several aspects that need to be strengthened, including community participation in decision-making and evaluation, coordination between stakeholders, local ownership partnerships, natural resource-based attraction development, environmental management, consistency of economic accountability, sustainability of community training, and promotion and advocacy of local values. Overall, the governance of Bukit Kayoe Putih Tourism has implemented the principles of Good Tourism Governance quite well but has not been fully running optimally because some strengthening is still needed in order to achieve sustainable ecotourism.
