Abstract
The management of regional potential constitutes one of the strategic efforts undertaken by local governments to achieve regional self-reliance through the optimal utilization of available resources. One of the most significant regional assets contributing to Local Own-Source Revenue (Pendapatan Asli Daerah/PAD) is the tourism sector, which is developed sustainably through community empowerment. Telaga Ngebel Tourism, as the leading tourist destination in Ponorogo Regency, makes a substantial contribution to PAD. However, community participation and capacity in maximizing the area's tourism potential have not yet reached an optimal level. This study aims to examine the community empowerment strategies implemented by the Department of Culture, Tourism, Youth, and Sports (Disbudparpora) of Ponorogo Regency in the development of Telaga Ngebel Tourism. This study employed a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation and analyzed using the Miles and Huberman interactive data analysis model. The research focused on Edi Suharto's 5P Community Empowerment Strategy framework, which consists of enabling, strengthening, protecting, supporting, and maintaining strategies. The findings indicate that community empowerment has been implemented through enabling strategies by providing opportunities for community participation in the development of tourism villages, strengthening strategies through capacity-building programs, institutional development, and tourism package development, protecting strategies by positioning Disbudparpora as a regulator that maintains fair business competition through the regulation of tourism facility ownership and interagency coordination, supporting strategies through training facilitation, mentoring, and the provision of facilities for micro, small, and medium enterprises, Village-Owned Enterprises (BUMDes), Tourism Awareness Groups (Pokdarwis), and tourism community associations; and maintaining strategies through continuous monitoring, evaluation, and coordination with community groups.
