Abstract
The discrepancy between formal job descriptions and the complexity of field activities presents a major challenge in Human Resource (HR) management at the Operational Logistic non-Cement Department of PT XYZ. The absence of specific technical competency standards results in role ambiguity and subjectivity in employee performance appraisals. This activity aims to design a Technical Competency Dictionary based on the Activity Analysis method, reinforced by role analysis using the RASCI matrix. The implementation methodology includes field observation, business process mapping, Gap Analysis, and the design of leveled behavioral indicators. The results successfully identified 13 key activities, which were extracted into four new competency units: Fleet Maintenance Management, Dynamic Transport Planning, Supply Chain Visibility, and Logistic Cost Control. The application of the RASCI matrix explicitly separates technical execution roles at the operational level from strategic roles at the managerial level. The output of this activity is a comprehensive competency dictionary equipped with proficiency levels (1-5) and scenario-based assessment instruments, serving as an objective reference for recruitment, performance appraisal, and sustainable career development.
