Abstract
The "Beasiswa Pemuda Tangguh" scholarship program is an initiative by the Surabaya City Government aimed at addressing social inequality and increasing access to higher education for underprivileged students. Although this program has provided a solution for many students, challenges remain regarding the roles and coordination among stakeholders, as well as issues of targeting accuracy following regulatory adjustments. This study aims to analyze the stakeholders within this program using the stakeholder analysis theory proposed by Reed et al. (2009). This research utilizes a descriptive qualitative approach with informants selected through purposive sampling. The analysis focuses on stakeholder identification, categorization, and inter-stakeholder relationships. The study identified seven primary stakeholders: the Mayor of Surabaya, the Surabaya Culture, Youth, Sports, and Tourism Office (Disbudporapar), the Social Office, the Population and Civil Registration Office (Disdukcapil), the Regional Secretariat's Governance and People's Welfare Division (Bapemkesra), partner public universities (UNESA, UPN "Veteran" East Java, UINSA) along with student coordinators, scholarship beneficiaries, and Bank Jatim. Based on a power-interest matrix, these stakeholders are categorized as key players (Mayor, Disbudporapar), subjects (students, universities), context setters (Social Office, Disdukcapil, Bapemkesra, Education Office), and crowd (Bank Jatim). The typology of relationships among stakeholders comprises potential friction managed through humanistic communication, complementary relationships established through digital system integration, and structured operational cooperation. In conclusion, the program’s success relies heavily on strong cross-sector coordination, accurate data verification via digital systems, and a commitment to policy transparency to maintain the sustainability and fairness of the scholarship program.
