Abstract
The Surabaya Old Town area, as part of a cultural heritage district, accommodates various activities, including tourism, trade, services, and offices. These activities require pedestrian facilities that are safe, comfortable, accessible to all users, and well connected to public transportation. Field conditions indicate several deficiencies, including damaged or discontinuous pedestrian paths, obstacles along sidewalks, limited crossing facilities and supporting amenities, inadequate accessibility for persons with disabilities, and insufficient intermodal connectivity. This study aims to assess the performance of pedestrian facilities using the Walkability Index approach and identify aspects requiring further improvement. A descriptive quantitative approach was applied through direct field observations across six road segments, namely Rajawali Street, Kasuari Street, Kalimas Barat Street, Kembang Jepun Street, Jembatan Merah Street, and Branjangan Street. The evaluation covered eight Walkability Index indicators using a scoring and weighting system based on PUPR Guideline 05/P/BM/2023. The results show that Segment 1 on Rajawali Street achieved the highest Walkability Index score of 43, followed by Segment 5 on Jembatan Merah Street with a score of 34; both were categorized as Poor. Segments 2 and 3 each obtained a score of 26, while Segment 4 achieved 28. The lowest score was recorded in Segment 6, with a score of 14, categorized as Very Inadequate. The pedestrian path condition and quality indicator obtained a score of 63 and was classified as Fair, whereas intermodal connectivity recorded the lowest score of 5. Overall, pedestrian facilities have not yet achieved adequate performance. Improvements to sidewalks, crossing facilities, supporting amenities, disability accessibility, safety, and intermodal connectivity are therefore required to create a safer, more comfortable, inclusive, and sustainable heritage area.
