Abstract

PT. Kereta Api Indonesia (Persero) is a state-owned company that provides rail land public transportation services, which produce commodities and transportation services for the benefit of many people and are indispensable for the welfare of the community, especially the people of Surabaya and Sidoarjo. The commuter train for the Surabaya – Bangil route is a train presented by PT. Kereta Api Indonesia (Persero) Operation Area 8 to improve public services for public transportation using trains, it makes the feasibility of tariffs on the Surabaya - Bangil commuter train need to be reviewed. The data used for this research is in the form of primary data which is a questionnaire to commuter train users on the Surabaya – Bangil route and also secondary data in the form of components of the Railway Operational Cost (BOKA). The method used in this research is Willingness To Pay (WTP). In general, Willingness To Pay (WTP) is defined as the user's willingness to issue a reward (in the form of money) for the services he/she obtains. Willingness To Pay (WTP) is also defined as the maximum amount that consumers pay to enjoy quality improvements. After calculating the value of the value of the Railway Operational Cost (BOKA), the operational cost of the commuter train for the Surabaya – Porong route in 2011 was Rp. 529,368,442. This condition also shows that the tariff that applies in the field is Rp. 5,000 which is not in accordance with the tariff based on train operating costs of Rp. 1,890.81. The value of the calculation of the tariff based on willingness to pay or Willingness To Pay (WTP) is IDR 8,500 if followed by an increase in service quality, namely "The departure and arrival time of the commuter train Surabaya - Bangil route is shorter and on time". Based on the results of the Importance Performance Analysis (IPA) the level of conformity between passenger expectations and the service quality performance of PT KAI Daop 8 still does not satisfy the expectations of the passengers because in quadrant 1 it has a percentage of 25%, and in quadrant 3 it has a percentage of 31.25%.
