Abstract

This study examines the role of the Sampang Resort Police in enforcing the prohibition against carrying bladed weapons under Emergency Law Number 12 of 1951 concerning the prohibition of carrying bladed weapons. The objectives of this study are to analyze the forms of law enforcement undertaken by the Sampang Resort Police and to identify the factors that hinder the implementation of law enforcement against the prohibition of carrying bladed weapons in Sampang Regency. This research employs an empirical legal research method by collecting data through statutory regulations, interviews with investigators from the Criminal Investigation Unit (Satreskrim) of the Sampang Resort Police, case documentation, and library research. The findings indicate that law enforcement has been carried out through preventive measures, including police patrols, public order operations (*Cipta Kondisi* operations), legal counseling, and public legal awareness campaigns, as well as repressive measures, including the arrest of offenders, seizure of evidence, criminal investigations, and the transfer of case files to the Public Prosecutor's Office against individuals who carry bladed weapons without lawful authorization. However, the implementation of law enforcement continues to face several obstacles, including the low level of public legal awareness, the strong influence of local cultural traditions regarding the ownership and carrying of the *celurit* (traditional Madurese sickle), limited supervisory capacity, and differing public perceptions of bladed weapons as a means of self-defense. These factors affect the effectiveness of law enforcement in enforcing the prohibition against carrying bladed weapons and demonstrate the need to strengthen preventive measures alongside efforts to improve public legal awareness in order to maintain public security and public order in Sampang Regency.
