Abstract

This study aims to analyze the facility management at Bukit Kayoe Putih Tourism Destination, Mojokerto, using the POAC management functions approach (Planning, Organizing, Actuating, and Controlling). The background of this study is based on the decline in tourist arrivals over the past three years, as well as the emergence of various negative visitor reviews regarding facility conditions, particularly in terms of cleanliness, safety, and comfort. These conditions indicate the need for a comprehensive evaluation of the facility management system as an essential element in supporting the quality of a tourism destination. This research employed a qualitative method with a descriptive approach. Data were collected through field observations, in-depth interviews with the President Director who also serves as the field coordinator, tourism managers, and visitors, as well as documentation. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that in the planning aspect, the management has classified the facilities into primary, supporting, and complementary facilities and has implemented gradual development based on the target market of family tourists and young visitors. In the organizing aspect, the organizational structure has been established with clear task distribution, although adjustments are still being made due to the dynamics of human resources. In the actuating stage, most facilities function properly; however, challenges remain in maintaining cleanliness and providing adequate safety facilities. Meanwhile, in the controlling aspect, routine evaluations have been conducted, but they are not yet fully supported by systematically documented standard operating procedures. Overall, facility management at Bukit Kayoe Putih Tourism Destination, Mojokerto, has been implemented reasonably well. However, improvements are still needed in sustainable maintenance, enhancement of safety standards, and optimization of the monitoring system. The recommendations of this study are expected to serve as valuable considerations for the management in improving facility quality to enhance visitors’ comfort, safety, and satisfaction, while also supporting the sustainable development of the tourism destination Keywords: Facility Management, POAC, Tourism Destination, Tourism Management, Bukit Kayoe Putih Mojokerto.
