Abstract

This study aims to examine law enforcement regarding theft offenses in the city of Surabaya within the jurisdiction of the Surabaya City Police Headquarters, as well as to identify the obstacles and efforts undertaken by law enforcement officials in addressing these offenses. This study employs a juridical-empirical method, combining a review of legal regulations with direct field observations. Data collection techniques included interviews with law enforcement officials, direct observation, and a review of documents related to the mechanisms for resolving cases of robbery. The analysis utilized data from the Standard Operating Procedures of the Surabaya Metropolitan Police Criminal Investigation Unit. The results indicate that although legal enforcement mechanisms are in place, their implementation remains limited due to constraints such as technological limitations and insufficient human resources within the Surabaya Metropolitan Police. This was confirmed through interviews with investigators from the unit. To address these obstacles, solutions have been sought, including: fostering cooperation among law enforcement agencies; strengthening the capacity of investigators; providing complaint and consultation services; and improving the public’s digital literacy. This study is expected to provide deeper insights into the enforcement of laws regarding violent robbery resulting in death and to offer recommendations for system improvements.
