Abstract

Abstract This study focuses on the examination of legal protections afforded to citizens in relation to their personal data within the implementation of Digital Population identity as part of public service digital transformation. The research is grounded in concerns over increasing data integration that generates legal risks to individual privacy rights. This investigation seeks to evaluate whether regulatory frameworks governing digital population identity are consistent with personal data protection standards and to analyze the imperative for normative refinement. The study is based on normative legal research incorporating approaches to regulation, conceptual analysis, and comparison. The study's outcomes reveal that existing regulations have incorporated fundamental data protection principles, yet weaknesses remain in supervisory mechanisms, data subject consent, and state accountability. The study concludes that normative strengthening and regulatory harmonization are essential to ensure that digital population identity not only enhances administrative efficiency but also guarantees substantive protection of citizens' constitutional rights, Keywords: digital population identity, personal data protection, public service, administrative
