Abstract

The Regional Disaster Management Agency (BPBD) of Baubau City does not yet have an active website capable of providing integrated disaster information, making it difficult for the public to access information regarding disaster news, official documents, disaster archives, and the distribution of disaster-prone areas. This study aims to design and develop the BPBD Baubau City website using the Agile Scrum methodology, with a WebGIS-based disaster-prone area mapping feature as the core functionality to provide disaster information that is more effective, interactive, and easily accessible to the public. The system was developed using Next.js 16, PostgreSQL, Prisma ORM, and MapLibre GL for digital map visualization. The implemented features include news and announcement management, document and Standard Operating Procedure (SOP) management, disaster archive management, WebGIS-based disaster-prone area mapping, public aspiration management, news comments, information search, statistical dashboards, and user access management. System evaluation was conducted using Black Box Testing to verify system functionality and the System Usability Scale (SUS) to assess usability. The Black Box Testing results indicate that all system functions operated according to the specified requirements. Meanwhile, the SUS evaluation achieved an average score of 81.83 from external users (the public) and 81.67 from internal BPBD users consisting of Administrators, Operators, and the Head of BPBD. Both scores fall within the Excellent category and the Acceptable range, indicating that the system is easy to use and well accepted by all users. Therefore, the developed website is capable of supporting digital disaster information dissemination and improving the effectiveness of public information services provided by BPBD Baubau City.
