Abstract
Gayatri Type A Terminal in Tulungagung Regency serves intercity transportation within the province (AKDP) and intercity transportation between provinces (AKAP) in the southern region of East Java. However, its operational performance still faces several challenges, including relatively long bus waiting times, passenger boarding and alighting activities outside the terminal, and the incomplete implementation of minimum service standards, which affects service effectiveness. This study aims to evaluate the operational performance of Gayatri Type A Terminal based on queue analysis, bus parking capacity, departure service time, and service quality in accordance with the Minimum Service Standards (MSS). This research employed a quantitative descriptive method through field observations and questionnaires distributed to 100 respondents. The analyses included queueing theory, Poisson distribution, Chi-Square test, bus parking capacity analysis, departure service time analysis, and the Importance Performance Analysis (IPA) method. The results indicate that the bus arrival pattern follows a Poisson distribution, with the calculated X² values lower than the critical X² values on all observation days. The highest system utilization value was 0.911 (ρ < 1), indicating that the queueing system was stable. The parking capacity of 13 buses was sufficient to accommodate the maximum parking accumulation, indicating that the existing parking capacity remains adequate. The Tulungagung-Surabaya economy-class route recorded the highest departure frequency, with five departures per hour. The IPA results identified three priority attributes requiring improvement: the provision of connecting route schedules and ticket counters, improvements to the cleanliness and comfort of waiting rooms, toilets, and prayer rooms, and the separation of departure and arrival lanes from passenger drop-off lanes. Overall, the terminal's operational performance has been satisfactory; however, improvements in service quality are still required to optimize terminal services for all users.
