Abstract
An effectiveness of the Mayor Regulation Number 10 of 2021 concerning the Second Amendment to the Regulation of the Mayor of Surabaya Number 67 of 2020 concerning the Application of Health Protocols in the Context of Prevention and Breaking the Chain of Spread of Covid-19 in the City of Surabaya which is associated with a field study with research locations in the City Surabaya is the area of Gayungan Village, Gayungan District. Knowing the reasons why coffee shop business actors violate a Surabaya Mayor Regulation. The research will take approximately 4 (four) months, starting in October 2021 – January 2022.
