Abstract

The Surabaya Old Town is a heritage area that has undergone revitalization and developed into an urban tourism destination, resulting in increased pedestrian activity, particularly along Rajawali Street (European District) and Kembang Jepun Street (Chinatown District). However, several problems related to pedestrian facilities remain, including slippery sidewalks prone to water ponding, motor vehicle intrusion into pedestrian areas, inadequate environmental cleanliness, and other activities that obstruct pedestrian movement. These conditions may reduce pedestrian comfort and affect user satisfaction This study aims to identify the characteristics of pedestrian facility users, analyze the importance and performance of each pedestrian facility attribute, measure user satisfaction using the Customer Satisfaction Index (CSI), and determine improvement priorities through the Importance Performance Analysis (IPA) method. A descriptive quantitative approach was employed using field observations and questionnaire surveys distributed to pedestrians in the Surabaya Old Town area. The evaluation of pedestrian facilities was conducted based on the Regulation of the Ministry of Public Works and Housing No. 03/PRT/M/2014 and the Directorate General of Highways Circular Letter No. 18/SE/Db/2023.The results indicate that pedestrian users are predominantly within the productive age group, with tourism, recreation, and social activities as their primary purposes. The CSI values were 76.35% for the European District and 67.63% for the Chinatown District, with both districts classified as Satisfied, although the European District achieved a higher level of user satisfaction. The IPA results reveal that improvement priorities in both districts focus on pedestrian path cleanliness, surrounding environmental cleanliness, motor vehicle interference, and other activities that obstruct pedestrian areas. Overall, pedestrian facilities in the Surabaya Old Town area are considered adequate to support walking activities; however, improvements are still needed in terms of cleanliness, safety, and pedestrian comfort.
