Abstract

Academic and domestic activities at UPN “Veteran” East Java generate a considerable amount of solid waste, while the existing waste management system still applies a linear approach (collect–transport–dispose), resulting in suboptimal waste utilization. This study aims to identify the existing waste management system, analyze waste generation, composition, and density, and develop a technical design for a Zero Waste-based 3R Waste Processing Facility (TPS 3R). The research methods included measurements of waste generation, composition, and density based on the Indonesian National Standard (SNI), recovery factor analysis, material flow analysis, and technical planning of the TPS 3R. The results showed that the total waste generation reached 943.641 kg/day or 11.52 m³/day, with waste density ranging from 39.594 to 113.661 kg/m³. The waste composition was dominated by food waste (26.52%), garden waste (12.43%), cardboard (8.57%), polypropylene (PP) plastic (7.60%), and low-density polyethylene (LDPE) plastic (7.30%). The recovery factor analysis indicated that the material recovery potential increased from 58.94% under the existing conditions to 63.54% based on the literature approach. Based on these findings, a Zero Waste-based TPS 3R was designed by implementing waste segregation at the source, organic waste treatment using Black Soldier Fly (BSF) larvae and in-vessel composting, reuse and recycling of recyclable materials, conversion of low-value combustible waste into Refuse-Derived Fuel (RDF) and pyrolysis products, and proper management of hazardous waste (B3) through licensed third-party operators. The material flow analysis showed that the proposed system could increase waste utilization to 687.035 kg/day (72.81%) while reducing the amount of waste disposed of at the final disposal site to 256.606 kg/day (27.19%). The proposed TPS 3R is expected to support the implementation of the Zero Waste Campus concept through a more effective, efficient, and sustainable waste management system.
