Abstract
The development of heritage tourism attractions requires collaboration among various stakeholders to support heritage conservation while enhancing social and economic benefits for local communities. Kampung Heritage Peneleh in Surabaya is a heritage tourism destination with significant historical and cultural potential. However, its development continues to face several challenges, including suboptimal stakeholder coordination, limited management regeneration, and insufficient destination promotion. This study aims to analyze the roles of stakeholders based on the Penta Helix approach in the development of Kampung Heritage Peneleh and to identify the supporting and inhibiting factors affecting their roles. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using the interactive model of Miles and Huberman. The findings indicate that each Penta Helix stakeholder has performed its respective role according to its function. Academics contribute through research and community assistance, the business sector supports local economic development, the community plays a key role in heritage conservation, the government acts as a regulator and facilitator, while the media contributes to promoting Kampung Heritage Peneleh. Supporting factors include the area's historical potential, stakeholder collaboration, and support from various development programs. Meanwhile, the main inhibiting factors are limited human resources, ineffective cross-sector coordination, and unsustainable promotional efforts. Therefore, strengthening synergy among stakeholders is essential to achieve the sustainable development of Kampung Heritage Peneleh. Keywords: Penta Helix, Stakeholders, Kampung Heritage Peneleh.
