Abstract
This research is motivated by the limited urban land that encourages the need for productive use of space to support community food security. As a form of fulfilling food needs in urban areas through the Surabaya City Food Security and Agriculture Service initiated an Urban Farming program by empowering the Ondomohen Oasis Village community. The purpose of this study is to examine community empowerment in the Ondomohen Oasis Village by the Surabaya City Food Security and Agriculture Service. This study uses a qualitative method with data collection through observation, interviews and documentation. Data analysis techniques consist of data collection, data condensation, data presentation and drawing conclusions. Using the theory of community empowerment approach by Suharto (1997) includes: enabling, strengthening, protection, support and maintenance. The results of the study indicate that the empowerment that has been carried out is able to encourage the community independently to carry out Urban Farming through providing motivation, training, mentoring and complete facilities and infrastructure to support activities that can meet the community's food needs.
