Abstract

Early marriage remains a legal issue in Indonesia because it does not comply with the minimum age requirement set forth in Law No. 16 of 2019 on Marriage. This study aims to examine the implementation of early marriage rejections at the Office of Religious Affairs (KUA) in Modo Subdistrict, as well as the obstacles and their solutions. The research method used was an empirical-juridical approach with a qualitative descriptive methodology through interviews, observations, and documentation. The results of the study indicate that the Religious Affairs Office (KUA) of Modo Subdistrict enforces the rejection of early marriage by issuing a Marriage Rejection Letter (Model N7) as a form of legal protection for children and to comply with statutory provisions. In reality, it still faces various obstacles, such as low legal awareness, inconsistencies in civil registration data, and the persistence of strong local cultural practices such as unregistered marriages (nikah siri); therefore, measures are neededto improve and strengthen the digital civil registration system and provide legal education involving various stakeholders.
