Abstract

Roads are essential transportation infrastructure that support community mobility and the distribution of goods and services. Road deterioration caused by structural and environmental factors, including flood hazards, may reduce road service performance. This study aims to analyze road vulnerability to flood hazards on the Mantup–Ayamalas Road (R.135), Lamongan Regency. Road condition assessment was conducted using the Bina Marga method to obtain Road Condition Values (RCV), while flood hazard analysis was carried out using a GIS-based weighted overlay method involving rainfall, land use, elevation, soil type, soil texture, river buffer, and slope parameters. The road condition and flood hazard values were normalized using Min-Max Normalization and integrated through the Composite Index Method to determine the road vulnerability index. The results indicate that Segment 2 and Segment 3 were classified as high vulnerability with values of 0.513 and 0.466, respectively. Segment 1 and Segment 4 were classified as moderate vulnerability with values of 0.412 and 0.433, while Segment 5 and Segment 6 were classified as low vulnerability with values of 0.348 and 0.354. The results of the study show that the integration of the Bina Marga method and Geographic Information Systems (GIS) produces vulnerability index values used as indicators in determining road maintenance priorities, with Segment 2 and Segment 3 falling into the high vulnerability category.
