Abstract

Law enforcement against corruption in Indonesia reveals a paradox: the number of cases has declined, yet state financial losses have surged. This study analyzes the implementation of investigative authority by Public Prosecutors in corruption cases resulting in state financial losses, as well as the obstacles encountered and the solutions applied at the Malang City District Attorney's Office. Employing an empirical legal research method with case, statutory, and sociological approaches, the study finds that investigations are conducted independently, with emphasis placed on strengthening the preliminary inquiry stage as the foundation for evidence-gathering. The determination of a suspect can only be made once the value of state losses has been established in a concrete and certain manner. The main obstacles identified include dependence on external audit institutions, overlapping regulations, and limited digital investigative resources. The study recommends strengthening institutional coordination and enhancing investigative technology support provided by the Attorney General's Office .
