Abstract

This study aims to analyze the implementation of the Kampung Berdaya Sewing Thematic Village Program (Kabaya) in the development of MSMEs in Rangkah Village, Surabaya City. The initiative, launched by the Rangkah Village Office, seeks to boost residents’ skills and earnings by tapping into local resources. This research adopts a descriptive qualitative design based on David C. Korten’s program‑implementation framework, which considers the program, the implementing organization, and the target audience. Data were gathered through observation, interviews, and document analysis. The findings show that, overall, the rollout of the Kampung Berdaya Sewing Thematic Village Program (Kabaya) in Rangkah Village has been running quite well. The program established has shown conformity with the needs of the target group, although there are still limitations in facilities. Human resources and the readiness of the implementing organization in carrying out the program have functioned well, although some program needs have not yet been fully fulfilled. The target group has also complied with the provisions set by the implementing organization through active participation and commitment in utilizing program assistance. This study concludes that the implementation of the Kampung Berdaya Sewing Thematic Village Program (Kabaya) has shown fairly good results in supporting the development of MSMEs in Rangkah Village, Surabaya City.
