Abstract
This study aims to analyze the influence of Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Conditions on the use behavior of the Gresik Integrated Smart System (GISS) among regional government agencies in Gresik Regency. The study employed a quantitative approach using the Unified Theory of Acceptance and Use of Technology (UTAUT) model. The population consisted of 73 civil servants who had access to and used GISS, all of whom were included as respondents. Data were collected through questionnaires using a four-point Likert scale and analyzed using multiple linear regression with SPSS software. The results indicate that Performance Expectancy has a positive and significant effect on GISS use behavior (β = 0.404; p = 0.001), while Effort Expectancy also has a positive and significant effect (β = 0.268; p = 0.021). In contrast, Social Influence (β = 0.065; p = 0.608) and Facilitating Conditions (β = 0.164; p = 0.210) do not significantly affect GISS use behavior. Simultaneously, all UTAUT variables significantly influence GISS use behavior (F = 20.280; p = 0.000), with an Adjusted R Square value of 0.517. These findings suggest that perceived usefulness and ease of use are the primary determinants of GISS adoption among regional government employees in Gresik Regency.
