Abstract
This study aims to describe the strategy of the Environmental and Sanitation Agency (DLHK) of Sidoarjo Regency in controlling air pollution in Krian District. This research employed a qualitative descriptive approach. Data were collected through observation, interviews, and documentation and analyzed using the interactive model of Miles and Huberman. The study adopted Fred R. David’s strategic management framework, consisting of strategy formulation, implementation, and evaluation. The findings show that DLHK has implemented all three stages of strategic management in controlling air pollution. During the formulation stage, the strategy focused on strengthening supervision of pollution sources based on internal and external analyses. The implementation stage included inspections, guidance for small and medium enterprises (SMEs), public outreach, and air quality monitoring. However, implementation remains constrained by limited human resources, budget availability, and the continued use of environmentally unfriendly fuels by some business operators. During the evaluation stage, DLHK monitored the Air Quality Index (AQI) and carried out corrective actions based on monitoring results. Strengthening institutional capacity, expanding the use of monitoring technology, and enhancing collaboration with business operators and the community are essential to achieve more effective and sustainable air pollution control in Krian District.
