Abstract
This study examines how the online news outlets Tempo.co and Kompas.com frame the discourse on repositioning Indonesia's National Police (Polri) under the Ministry of Home Affairs (Kemendagri), an issue that emerged in late 2024 and touches on fundamental debates over the police's structural independence within Indonesia's constitutional system. Using Robert N. Entman's framing model which includes defining problems, diagnosing causes, making moral judgments, and recommending treatments, this study analyzes 12 news articles from Tempo.co and 11 news articles from Kompas.com published between November 2024 and February 2026, employing qualitative content analysis alongside Berger and Luckmann's social construction of reality framework. The findings reveal that both outlets frame Polri's institutional image along the same axis, yet diverge sharply in direction and consistency. Tempo.co consistently frames Polri as a power institution prone to abuse in the absence of adequate oversight, with its target of scrutiny shifting from external political elites in the first ten articles to Polri itself in the final two. Kompas.com, in contrast, consistently frames Polri as a constitutionally legitimate institution whose stability must be safeguarded, acknowledging oversight concerns while rejecting structural repositioning as the solution. These divergent framings confirm the workings of political mediatization theory (Strömbäck & Esser, 2014), whereby each outlet's distinct media logic shapes the direction of public discourse on police institutional reform in the digital public sphere.
