Abstract
The Pemuda Tangguh Scholarship program organized by the Disbudporapar of Surabaya City has a high level of applicant enthusiasm. However, the selection and criteria comparison process is currently still conducted manually. The main problem arises when the number of applicants who pass the administrative verification far exceeds the available quota limit. This condition forces the selection team to return the remaining applicant data to the universities for additional screening, which results in delays in the final determination schedule and time inefficiency. This research aimed to design and develop a web-based Decision Support System (DSS) to overcome these obstacles. This system implemented the Profile Matching method to map, weight, and calculate the gap value of applicants against the ideal profile set by the agency. The system development was carried out using the Prototyping model and was implemented using the PHP programming language. Based on the results of blackbox testing and mathematical calculation comparisons, the system was proven to run well and had an accurate calculation level. Furthermore, the User Acceptance Testing (UAT), which involved one representative from the selection team, achieved a maximum score (a score of 5 across all assessment criteria), indicating that the system is highly feasible and aligns with user needs. The implementation of this system provided significant efficiency to the selection process flow by directly ranking all applicants automatically according to the available quota. This DSS successfully cut down selection time, eliminated the additional manual screening stage at the university level, and produced objective and transparent scholarship recipient recommendations.
