Abstract

This study aims to analyze the optimization of trademark registration implementation for Micro, Small, and Medium Enterprises (MSMEs) by the Department of Cooperatives, Small and Medium Enterprises, and Trade of Surabaya City. The study was motivated by the relatively low awareness among MSME owners regarding the importance of trademark registration, despite trademarks serving as legal protection and business identity that enhance product competitiveness. This research employed a qualitative descriptive approach. Data were collected through observation, in-depth interviews, documentation, and literature review. The analysis was based on George C. Edward III's policy implementation model, which consists of four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of the trademark registration program has been carried out relatively well. In terms of communication, the agency has conducted both offline and online socialization activities; however, the dissemination of information has not yet reached all MSMEs evenly. Regarding resources, the availability of competent personnel, information, authority, and supporting facilities has contributed positively to program implementation, although the quota for free trademark registration assistance remains limited compared to the number of MSMEs. From the disposition perspective, implementing officers demonstrated strong commitment and responsiveness in assisting MSMEs throughout the registration process. Meanwhile, the bureaucratic structure has been supported by standard operating procedures and inter-agency coordination, although the issuance of trademark certificates remains under the authority of the Directorate General of Intellectual Property. Therefore, the implementation of trademark registration for MSMEs in Surabaya can be considered fairly optimal, while broader outreach, additional facilitation quotas, and faster service processes are still needed to improve policy effectiveness.
