Abstract
The rapid growth of social media has encouraged the Ministry of Communication and Digital Affairs of the Republic of Indonesia to introduce a policy restricting social media use for children under the age of 16 through its official Instagram account, @kemkomdigi. This policy has generated diverse interpretations among parents as the audience. This study aims to analyze parents' reception of the policy on restricting social media use for children under the age of 16 as presented in @kemkomdigi's Instagram content. This study employed a descriptive qualitative approach using reception analysis based on Stuart Hall's encoding-decoding theory. The participants consisted of eight parents who had viewed the related Instagram content. Data were collected through in-depth interviews, observation, and documentation. The findings reveal that five participants occupied the dominant-hegemonic position by accepting the policy as an effort to protect children from the negative impacts of social media. Meanwhile, three participants were categorized in the negotiated position by accepting the policy's objective while expecting a more flexible implementation so that children could continue to benefit from social media for educational purposes. No participant was found in the oppositional position. Differences in reception were influenced by parenting experiences, digital parenting practices, concerns about the negative impacts of social media, and children's need for access to information.
