Abstract

Massive construction of academic buildings and paving in the UPN “Veteran” Jawa Timur campus area, carried out without accounting for the condition of the existing drainage system, has caused recurring inundation every rainy season, worsened by channel stagnation due to improper slope, sedimentation, and waste accumulation. This study aims to map flood-prone points, evaluate the dimensions and capacity of the existing drainage channels, analyze improvement scenarios and recommendations based on the Eco Drainage concept, and prepare a cost estimate (RAB) for the proposed improvements. The design rainfall discharge was calculated using the Rational Method based on rainfall data, runoff coefficients, and the time of concentration of each channel, then compared with the capacity discharge of the existing channels calculated using the Manning approach. The results show that significant inundation occurs at seven locations, namely the UPN Lake area, Gate 1, Gate 2, the Canteen and Library area, FIK 2, the Faculty of Architecture and Design (FAD), and the Faculty of Agriculture (Faperta) parking area. Of the 43 channels evaluated, 10 channels were found not to meet the hydraulic feasibility criteria. The Eco Campus scenario simulation using the LID approach was not implemented because the existing drainage system already has a Volume Capture Ratio (VCR) greater than the flood runoff, so handling was focused on adding new channels to unserved segments, replacing the dimensions of channels that did not meet capacity requirements, and adding drainage components such as street inlets and biopores. The total cost required to implement the proposed improvements is IDR 2,197,396,288.
