Abstract
The background of this main study is the Smoke-Free Area (KTR) regulation on campus, which protects the academic community from the risks associated with cigarette smoke. However, based on initial observations, open spaces such as parks and parking lots of UPN "Veteran" East Java are still often used as smoking spots. As a result, this study applies an associative quantitative technique by combining the ideas of William N. Dunn and Merilee S. Grindle. Researchers selected 400 active students as a sample from a population of 25,836 people using the Slovin formula and Accidental Sampling techniques. Data were collected using a 4-point Likert scale questionnaire, and SPSS was used to analyze the results using ordinal logistic regression. With a model significance value of 0.000, the results of the data analysis indicate that government effectiveness is significantly influenced simultaneously by the quality of policy implementation. The independent variables can explain 45.7% of the variation in policy effectiveness, according to the Nagelkerke value of 0.457. The success of the smoking ban policy at UPN "Veteran" East Java is proven to be significantly influenced by the quality of implementation, with the remaining 54.3% influenced by factors outside the research model.
