Abstract

Structured information management is essential for supporting operational processes and decision-making. CV. Biro Teknik Lakarsantri Jaya is a road construction contractor in Gresik handling an average of 30 projects per month. Based on observations and interviews, operational data were still scattered across physical records, Excel files, and message-based communication, causing project records to be not centrally documented. This condition resulted in delayed information updates, risk of data loss, worker allocation errors, and difficulties in monitoring progress, opname/BAPP, invoices, and supporting project documents. This study aims to design and develop a web-based construction project administration and operational information system using the Personal Extreme Programming (PXP) method. PXP was applied iteratively through requirements, planning, iteration initialization, design, implementation, system testing, and retrospective stages. The requirements stage produced 26 user stories, developed in four iterations with 121 story points. The system was designed using Unified Modeling Language (UML), Entity Relationship Diagram (ERD), Conceptual Data Model (CDM), Physical Data Model (PDM), and wireframes, then implemented with Laravel, Tailwind CSS, and MySQL. The developed system supports master data, projects, work item details, progress and documentation, schedule estimation, daily schedules, worker allocation, opname/BAPP, invoices, payments, multi project dashboard, project details, and project tax administration related to VAT, income tax withholding, and tax payments. Black box testing showed that all test scenarios ran as expected, indicating that the tested features operated according to the defined scenarios and supported more structured, documented, and monitorable project management.
