Abstract

Street children continue to face various social problems related to limited educational access, economic hardship, and vulnerability to exploitation. This study aims to analyze the empowerment process of street children through non- formal education facilitated by the Save Street Child Sidoarjo Community in Sidoarjo Regency. A descriptive qualitative method with a case study approach was employed. Data were collected through interviews, observation, and documentation involving the Sidoarjo Regency Social Service, community administrators, volunteers, and parents of street children. The analysis adopted Suharto ’ s 5P empowerment framework, consisting of enabling, empowering, protecting, supporting, and maintaining. The findings show that the empowerment process has been implemented across the five dimensions. The enabling dimension is reflected in the provision of accessible non-formal education and outreach activities, although participation remains constrained by family economic conditions and children's motivation. Empowering is carried out through literacy, character education, discussions, and creative learning activities that enhance knowledge, skills, confidence, and social competence. Protecting is implemented through mentoring, supervision, family involvement, and collaboration with local government to reduce the risks of exploitation and violence. Supporting is demonstrated through educational assistance, volunteer guidance, motivation, and recreational activities that strengthen children's psychosocial well-being. Maintaining is conducted through regular monitoring, evaluation, communication with families, and coordination between the community and the Social Service to sustain positive outcomes. The study concludes that non-formal education functions as an effective empowerment strategy by expanding educational access, strengthening children's capacities, and reinforcing social protection and support. Nevertheless, its implementation is still constrained by limited human resources, funding, inconsistent attendance, and family economic pressures. Strengthening collaboration among the community, government, volunteers, and families is therefore necessary to ensure the sustainability of the empowerment process.
