Abstract

This study aims to analyze the implementation of the Recruitment Program through the Manpower Office (ReDINAKER) in promoting the employment of local workers in Gresik Regency. This study employed a descriptive qualitative approach, with data collected through observation, semi-structured interviews, and documentation involving the Gresik Regency Manpower Office, partner companies, and local job seekers. The analysis was conducted using George C. Edward III’s policy implementation theory, which consists of four dimensions: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of the ReDINAKER Program has generally been carried out fairly well in expanding employment opportunities for local workers through the AK-1 “Gresik Kerja” system and the implementation of walk-in interviews that connect partner companies with local job seekers. Nevertheless, the program has not yet been fully effective in increasing the employment of local workers. This is evidenced by the relatively low number of local workers successfully recruited compared to the available job vacancies, limited participation ofcompanies in the program, limited supervisory authority of the Gresik Regency Manpower Office, and the suboptimal reporting of recruitment outcomes by participating companies. In addition, the study identified a mismatch between the competencies of local job seekers and the qualifications required by industries, which has become the primary factor contributing to the low employment rate of local workers. Therefore, strengthening collaboration with companies and improving the competencies of local workers through training programs aligned with industry needs are necessary to optimize the employment of local workers in Gresik Regency.
