Abstract
The research aims to analyze in depth the digital readiness of an organization in implementing digital-based innovation. In this case, Pasuruan Regency, as an area with more than two million tourist visits each year, is certainly required to innovate in line with the current digital era. The Culture and Tourism Office of Pasuruan Regency, as an implementing actor, finally came up with an innovative idea in the form of a websitethat presents a catalog and various tourism information available in Pasuruan Regency, namely ONTRIP. However, in its implementation, several aspects still pose challenges, preventing this innovation from running optimally. In the analysis process using the ICT E-Readiness theory according to Musa, there are three aspects to determine the digital readiness of an organization, namely infrastructure, human resources, and government and management, which are examined using qualitative case study research method with data sources thru interviews, observation, and literature studies. From the research result, the infrastructure to support the implementation of ONTRIP is available, but is it not optimal and very limited, so not all employes benefit from it. In terms of human resources, the issue is that not all employes have the same knowledge about ONTRIP, so it relies on only a few people to run it. Meanwhile, the problem in the government and management aspect lies in the fact that ONTRIP does not yet have its own policy framework, so the exiting support has not been maximized. This finding show that the Pasuruan Regency Culture and Tourism Office does not yet fully have digital readiness in implementing a digital innovation.
